Request for Expressions of Interest: Strategic Development of the 102-Acre Meadowview Site

This is a Request for Expressions of Interest (RFEI) for the 102-acre Meadowview Site located at 3100 Meadowview Road, a former CHP testing track and Job Corps extension that has been vacant since 1978 and was declared excess federal land in 2021. The City acquired the site in January 2022 and is now seeking development concepts and feasibility studies to understand what uses are viable under current market conditions. Respondents must demonstrate site understanding, propose land uses and phasing, present project leadership and financial approaches, and identify community benefits and implementation timelines.
