The City of Sacramento Community Development Department seeks an emergency on-call contractor to collapse or demolish immediately dangerous buildings on an as-needed basis. The work is nonprofessional services for the City of Sacramento, California, and includes razing of buildings or portions thereof, removal of debris, and site restoration. The Contractor will provide an emergency phone number at which the Contractor may be contacted twenty-four (24) hours a day, with no more than a ten (10) minute delay in call back time. Once notified of an emergency job, contractor shall respond to the location of the emergency job within ninety (90) minutes.

Back-Charge / Set-Off Rights

If any job is not completed within forty-eight (48) hours, the Contractor shall immediately advise the Inspector of the reason for not completing the job and submit a written report within five (5) days. If the job is not completed within the time specified and to the satisfaction of the Inspector, the total cost for eliminating the problem or completing necessary repairs will be deducted from the payments owing to the Contractor from the City. ... If the additional work is necessary because of Contractor's negligence, contractor is responsible for completing such work at no additional cost to the city.

Contractor Assumes Liability for Hazardous Materials and Unusual Conditions

Contractor shall immediately notify City of any unusual condition or circumstance existing on the property arising during the course of or as a consequence of Contractor's work. Such conditions include but are not limited to, any toxic or hazardous material, asbestos, personal property over $500 dollars in value found on the property, wells and items with historic or cultural significance.

Contractor Liable for All Damage Caused During Work

Any damage to any property that was caused by the Contractor shall be repaired or replaced at the Contractor's expense and to the City's satisfaction.

Failure to Perform Results in Debarment

If two 'Failure to Comply' letters are issued within any 180- day period, the City may immediately terminate the contract without further notice. ... In the event of a termination due to Contractor's lack of performance, the Contractor may be precluded from bidding for up to 5 years from the date of termination.
